ACTION BY RESISTANGE GROUPS IN NORWAY,

Arising out of the Minutes of the 29th Meeting of the Anglo Norwegian Collaboration Committee when it was decided that a list of "Do's and Don'ts" should be prepared for inclusion in a Directive to be issued by S.H.A.E.F. through the Norwegian High Command to Resistance Groups in NORWAY, I enclose a draft for submission to S.H.A.E.F's,

The intention is that S.H,A.E.F, should request the Norwegian O,-in-C, to prepare a despatch on the basis of the enclosed draft, which should reach OSLO as soon as possible after OVERLORD D-day either by S.0.E W/T or
by special courier. By the same courier, or immediately afterwards, the supplies of a pamphlet on Sabotage Insaissisable should be despatched from STOCKHOLM to OSLO for distribution.

There is no channel of communication between the Norwegian C.-in-C. and the Communist Groups, and it is considered that the only way of reaching these would be by broadcast message, and it is proposed, therefore, that
S.H.A.E.F. should also ask General Hansteen to broadcast 4 short message to the Norwegian people as opposed to Resistance Groups in particular, in which he should emphasize ‘the necessity of their not undertaking any overt action
which might prejudice their usefulness to the Allies at a later stage.

The attached draft has not as yet been shown to our Norwegian colleagues.

POINTS WHICH S.H.A.E.F, SHOULD REQUEST THE NORWEGTAN C.=IN=C. TO MAKE IN A MESSAGE TO RESISTANCE GROUPS IN NORWAY.

1. The time for action by Resistance Groups in NORWAY is approaching,
2. The following are your instructions from the Supreme Cormander of the Allied Forces sent to you through me as the Commander in Chief of all Norwegian Forces.
(a) Close your ranks. No differences of class or political opinion must stand in the way of complete unity of purpose and action. This is no time for petty jealousies and party strife,
(b) Until the moment comes for you to strike do your utmost to maintain your Organisations intact.
(c) See that your preparations are complete for withdrawal into hiding if the enemy threaten wholesale arrests or mobilisation of labour.

(d) Those employed in rail, road, and sea transport and at key industrial points who are not liable to be called up for labour service, and who are
less likely to be arrested continue the policy of"go slow", and do all you can to help your comrades who may have to go into hiding, by collecting and passing information, etc.

(e) Within the limits imposed by security of organisation, it is important that sabotage of an insaissisable nature should be carried out. Special instructions are being sent to you. Follow them closely, but do not be encouraged

ACTION BY RESISTANCE GROUPS IN NORWAY er IN NORWAY

Reference DS/SN/1947 of 2 May, with draft for a despatch that D/S will request Gen. HANSTEEN to issue to the NORWEGIAN Resistance Groups after D-Day (ref MUS/809/816 of 12 May).

This draft has now been approved by SHAEFR, and DS/Plans informs me that the matter wilt be held over, to be brought up on D-Day.
