AGENDA
for the Nineteenth Meeting of the Anglo-Norwegian Collaboration Committee to be held on Friday, 11th of June, 1943at 3 p.m. at 88, Chiltern Court.
1. Points of arising out of Minutee of the Eighteenth meeting:
(a) Attachment of Norwegian pilots to 138 Squadron.
(b) Transport craft for next operational season.
(c) Provision of military equipment for N. I.C.1.
2. Review of S.U.'s visit to Sweden.
3. H.M. King Haakon VII's proposed visit to Aviemore.
4. Conversations with A.C.O.S.

Nineteenth Meeting of the Anglo-Norwegian Collaboration Committee to be held on 11th of June, 1943.
The following points refer to the Agenda already circulated.
1.(a) Attachment of Norwegian Pilots to 138 Squadron. The statement which I was asked to prepare showing operations where personnel and stores had been dropped at some distance from the pin-points, was submitted with my SN/1030 of 26th May, 1943.
(b) Transport craft for next operational season. AD/N has done his best to secure the provision of fast craft for the next Shetland operational season, but without effect. It is for consideration whether it might not be helpful for AD/N to be asked to attend the meeting for a short time in order to explain the position to the Norwegian members of the Committee.
(c) Provision of Military equipment for members of N.I.C.l. MA is doing what he can to provide pistols for officers and rifles for Other Ranks of N.I.C.1. On the other hand, I feel that it may be necessary to emphasize that N.I.C.1. is not a regular military unit. There is a tendency at present amongst some of those concerned to emphasize the military as against irregular S.O.E. training. It may therefore be necessary for the Chairman to re-state the fact that the "raison d'etre" of N.I.C.1 has not changed and that its purpose is still to infiltrate agents into enemy-occupied Norway in order to organise and train resistance groups and carry out specific acts of sabotage. It will not operate as a unit even in the event of major military operations in Norway.
2. Review of S.U's visit to Sweden.
SU will report on his visit to Sweden in so far as it concerns our joint activities. I have had a preliminary talk with him, but have not pressed him as yet for any details, as he has been fully occupied since his return.
3. King Haakon VII's visit to AVIEMORE H.M. King Haakon VII will arrive at S.T.S.26 between 1600 and 1700 hours on Thursday, 8th July, and remain until after dinner on Friday, 9th July. C.D. still hopes to be present. The necessary arrangements for his reception and entertainment are being made, and I have asked Major Hampton to demonstrate a short S.O.E. scheme. Crown Prince Olav may accompany H.M. King Haakon VII.
4. Conversations with A.C.O.S. The general trend of the conversations with A.C.O.S. at the end of last month might be reported formally. This has been brought up from the Norwegian side.
6. Propaganda. This is a hardly monthly, which does not seem to grow
either roots or stem. The visit of AD/S and myself to Minister Lie might be reported formally, and the fact stressed, as instanced by MARDONIUS, that Allied propaganda as such is almost non-existent in Norway.

MINUTES of the Fifteenth Meeting of the ANGLO-NORWEGIAN COLLABORATION COMMITTEE held on Friday, 11th June 1943
1. AD/E (Brigadier E.E. MocklerFerryman-New) in the Chair opened this meeting with a short statement explaining that owing to pressure of work, M/CD was unable to carry on as Chairman. S.U. on behalf of the Norwegian member expressed appreciation of the work M/CD had done as Chairman of the Committee and asked for this to be conveyed to him.
2. SN stated with the depest regret that no further doubts could be entertained with the regards to the fate of Liut. Odd Starheim K.K., D.S.O. It was agreed to include in the minutes the Committee's appreciation of Lieut. Starheim's distinguished career, and it's regrets for the loss of a very gallant man and valued friend and colleague. 3. Points arising out of the Minuites of the Eighteenth Meeting:
(a) Attachment of Norwegian Pilots to 138 Squadron.
As directed at the previous meeting, SN had prepared a list of cases where personnel and stores had been dropped at some distance from the pinpoint. He gave a few instances of these. S.U. explained the present set-up of mixed air crew training, and stated that Captain Halle, R.N.A.F. was engaged on examining the technique of pinpoint dropping. He suggested that Captain Halle should be given the opportunity of discussing this technical question with the Air Ministry. AD/E asked for a meeting to be arranged between Captain Halle, the members of the Comittee, and Wing Commnder Corby.
(b) Transport Craft for next Operational season
AD/E explain the present position. S.M. reported that the Norwegian Naval Command was prepared to place special personnel at our disposal for service in M.T.B.'s. SN stated that the special allotment of M.T.B's was out of the question at the moment, but was sure that A.C.O.S. would supply occasional M.T.B.'s for transport, and that A.C.O.S. willingness would be strengthened by our co-operation in attacks on enemy shipping. WIth this in view it had been decided to send SN/O.1 as temporary liaison officer to A.C.O.S. for joint planning. AD/E asked that D/Navy should be approached, and a meeting between S.M. arranged.
S.T. enquired about flying boats. SN stated that it was his intention to visit Commander Lambrechts' station at a later date, and to discuss the position with the Group Captain in Command. S.T. asked for news of the aircraft promised by the Americans, to which SN replies that there was no news except that the Stockholm route has been promised six DAKOTA's .
AD/E asked that the request for suitable craft should continue to be pressed, and stated that the new C. in C. Americas in this theatre of wat was favorably disposed towards both O.S.S. and S.O.E.
(c) Provision of military Equipment for N.I.C.(1).
SN reported that 100 new Mark IV Les Enfield rifles and 40 pistols had been obtained for N.I.C.(1). , and would be paced on charge of the Commandant, S.T.S.26, to whom the Commandant N.I.C.(1). would be responsible for their care and maintenance. AD/E stated that with regard to equipment captured in North Africa, S.O.E. would be placed first on the list of priority in this country.
4. Review of S.U's Visit to Sweden.
SU read a rough translation of a report hhe had prepared on the present position of the S.M.O. and other organisations, and their plane for co-operation with F.O., the original of which will be forwarded to SN. While in Stockholm he had gone into the matter of co-operation between F.O.'s representatives there, and S.O.E. A report on this subject was also promised. Appreciation was expressed of the great value og SU's visit.
5. H.M. King Haakon VII visit to S.T.S. 26
SN proposed that it might be helpful to invite one or two local notabilities, for instance the G.O.C, 52 Division (Major-General James S. Drew) , and his G.S.O.1 together with Colonel John Peter Grant (15th of) Rothiemurchus to meet H.M. at dinner at Drumintoul on the second evening of his visit. The meeting agreed to this.
6. Conversations with A.C.O.S.
Nothing to record in addition to discussions undere 3(b)
7. Attacks on Shipping: in Norwegian Waters. Position of the Shetland Base.S.M. stated his opinion that attacks on enemy shipping should be based on shipping in Trondheim, Bergen and Aalesund. and is continuing his investigations of the subject. SN stated that a copy of MARDONIUS report would be sent to S.T. SN/I. asked to procure a statement on the present position of the production of mobile limpets.
8. Propaganda.
SN gave a report on his visit with AD/S to minister Lie, at which the questions of allied propaganda to Norway and anto German propaganda were discussed. SA stated that information regarding the growth and strength of the British and allied war effort was practically nonexistent in Norway, and the political warfare against the enemy in that country should be considered of the utmost importance. S.U. reported that when in Stockholm Byfogd GRAM had informed him that that the only propaganda material forwarded by Couriers to Norway was destined solely for the illegal press. The transport of any other propaganda material was not considered practical, as it was probably destroyed on the other side due to the great risks involved in distribution. On the subject of enemy propaganda S.U. stated that he was in agreement with GRAM that this should be handled by the Norwegian Military authorities through Colonel Berg, (Ole Berg, i eksil i Sverige 43-45).
With reference to para.1(d) of the minutes of the last meeting( in which M/CD directed tfat liaison between Norwegian Government and P.W.E. on the subject og "Information officers" attached to invading forces should ne effected through S.O.E.)
S.B. stated that a Norwegian military mission was being set up for attachment to the staff of the Invading Forces Commander. This mission would include liaison officers on various subjects, including the one under discussion. The Norwegian authorities were already in touch with Brigadier Lee's* committee regarding this. It was agreed that Brigadier Lee's* committee was the proper medium of liaison between F.O.K and P.W.E on this particular subject. SN proposed that all members of N.I.C.1. should be given courses of indoctrination by P.W.E. using Norwegian instructors, and this was approved.

9. Any Other Business.
(a) SN drew the attention of the meeting to the accuracy of PLOVER BLUE's messages regarding information as to the dis-position of enemy naval units in Arctic waters. It was agreed to record an appreciation to that effect.
(b) SN/I was usked to obtain information regarding existing restrictions of Norwegian refugees in Sweden.
(c) SN reported that Mrs. Waring in Stockholm had sent in her resignation, and that this had been accepted. He asked for a vote of thanks for her excellent work in the past to be recorded in the minutes.
Note: In future the meetings of A.N.C.C. will be held on the second THURSDAY of each month instead of the second Friday. The July meeting, however, will be held on the 15th. in view of H.M. King Haakon's visit to Aviemore on Thursday, 8th July.
