MINUTES of the tenth meeting of the ANGLO/NORWEGIAN COLLABORATION COMMITTEE held on Friday, 9th October. 1942.
1. Arising out of the minutes of the tenth acting:-
(a) Organisation of the S.N.O. S.T. reported that certain emissaries from the S.N N.were now in England to make a report to Headquarters on the present position of the organisation and to make recommendations for closer coordination. They had particularly emphasised the need for fast motorboats that oould be sent immedilately on demand to the Norwegian coast for escape purposes and to collect intelligence. S.T. stated that he had every hope that these could be provided by the Norwegian Navy.
(b) Local organisations in Norway. Nothing further to report.
(c) Selection of personell for the field. S.N and S.T. had agreed that SN/F an Captain Kvinge should know the general lines and purpose Of each operation in order to assist them in their choice of personnel. General written instructions to this effect have also been issued to the selecting officers.
(d) Instructions of orders to be given to personnel.
S.T. reported that written instructions had been drawn up and agreed with S.N., details of which he briefly outlined to the Committee.
(e) Instructions to be sent to all groups in the field about future cooperation with the Home Front. S.N. reported that general instructions had been sent by W/T to the field and that in some cases these had aleady been acknowledged. The position of Raven was the subject of further investigation.
(f) Carhampton. Nothing further to report in the absence of S.N.
(g) Training in detection of Mines. S.N. reported that training had been laid on end though this was at present theoretical he hoped to be able to institute practical training as well.
2.Propaganda S.B. explained the position as he found it on his return from military training. He felt that it was not satisfactory to leave Mr. Krogvlk in an Independent position and separate office. He had consulted with His Exellency Minister Torp, who in his turn had discussed. the question with the Norwegian Foreign minister and Prime minister. As a result it was agreed that Mr. Krogvik and his office should be put more directly under the C-in-C. but that he, S.B., should continue to supervice his activities and direct operational propaganda policy. The plan previouoly drawn up had, however, act with general approval.
S.T. again expressed concern that W/T sets might be used too much and give the operators away and that great care would therefore have to be exercised by the operators both In training and In operation. S.N. assured the Committee
that no W/T operator would bo transported to the field for propaganda purposes until S.T.'s approval had been obtained. S.N. asked for a written reply to his letter to S.T. on the general policy in regard to propaganda.
3. S.N. produced a report on operations which the
Committee discussed briefly.
4. Request to the Norwegian Government for intelligence.
AD/S1 reported that he had spoken to Mr. Mark Turner of M.E W. and emphaisised the undesirability of representatives of M.E.W . seeking information direct from the Norwegian Intelligence Department. Mr. Turner agreed that in all cases except that of the Objectives Department (Lt. Lawrence's Department) requests for intelligence no should be passed through AD/S1 and S.N. In the case of the Objectives Department Mr. Turner undertook to see that wherever any information was asked for this should be done on a scrambler or at an interview and that if It were necessary to use the open line the utmost possible care should be taken to preserve secrecy. Mr. Turner would also ask Mr. Lawrece to ensure that in cases of special secrecy he himself would make the approach to the Norwegian authorities. The Committee agreed that, provided this arrangement was carried out, security would be adequately safeguarded.
