AGENDA
for the tenth meeting of the ANGLO-NQRWEGIAN COLLABORATION COMMITTEE to be held on Friday, 11th September, 1942 at 3 p.m.
1. Points arising out of the minutes of the ninth meeting.
2. Selection of personnel for the field.
3. Instructions and orders to be given to personnel proceeding to the field.
4. Instructions to be sent to all groups in the field about future co-operation with the Home Front.
5. Carhampton.

MINUTES of the tenth meeting of the ANGLO/NORWEGIAN COLLABORATION COMMITTEE held on Friday, 11th September. 1942.
Before dealing with the agenda, AD/S (in the Chair) reed a letter from S.0. to the Secretary ol State for Air asking that a daylight raid on Oslo should be laid on for the 25th september, the anniversary of Quisling's accession to powor. He also read to the Committee the reply Which Sir Archibald Sinclair had sent to S.O. in which the former promised that the project would be given full concideration.
1. Arising out of the minutes of the ninth meeting
(a) Frost-filet factories. Nothing further to report.
(b) Krag Jørgrensen an ammunition. S/N reported that there was no poossibility of obtaining supplies from abroad find it was agreed that every effort should be made to obtain further ammunition in this country. The case would come up after three months.
(c) Organisation of the S.N.O. Nothing further to report.
(d) N.I.C.(1) and N.N.I.U Nothing further to report.
(e) Propaganda. There was no further progress to report buit S.T. expressed the view that use of transmitters by groups in Norway would be dangerouse to them, particularly since regular use would be neccesary if they were to be effective. He was not on principle in all cases opposed to the sending of W/T operators and sets to join these groups but emphasised that the greatest possible cure must be taken. S/N informed the Committee that a reoort of the present situation had been prepared and that he had asked for clear-cut directions from the Norwegian High Command.
(f) Local Organisations in Norway. Nothing further to report.
2. Selection of personnel for the fieId.
S.T. stated that the selection of personnel by SN/P was proving very satisfactory but he suggested that company officers should always be given the opportunity of expressing their opinions before final choice was made. It was agreed that Captain Kvinge should be requested, when putting forward names to SN/P, to make certain that the Company Commander's views had first been obtained. It was also agreed that in the selection of groups for the field at least one member should have an intimate knowledge of the district to which the group was going, though it was probably undesirable that the group should consist entirely of men from that district. S.T. undertook to put forward to the Committee more detailed propositions on this subject.
3. Instructions and orders to be given to personnel proceeding in the field.
S.T. proposed, and the Committee agreed, that two forms of Instruction should be given to personnel proceeding to the field first should be general instructions emphasising to the men that they were going into the field as representatives of the Norwegian High Command who were acting in collaboration with the Home Front. S.T. undertook to produce a standard form of instruction on these lines which could be varied and amplified as experience proved necesary. In addition, detailed operational instructions should be given to parties leaving for specific operations and it was agreed that S.T. and S/N should collaborate to settle those instructions.
4. Instructions to be sent to all groups in the field about future cooperation with the Home Front.
The Committee agreed that instructions similar to the general instructions mentioned in paragraph 5 above should also be sent out to agents who wore already in the field in order to ensure the closest possible cooperation with the Home Front.
5. Carhampton.
S/N read to the Committee the outline of the proposal which had been put before the Admiralty. AD/S then read the reply received from the Director of Planning at the Admiralty which the Committee considered unsatisfactory« It was decided that D/NAVY should be consulted and be asked to discuss the project with the Director of Planning and endeavour to obtain consideration of the plan. S/N also offered to approach the Admiralty. (At an interview after the user ting between AD/S, D/NAVY nd S/N, S/N undertook to put up a more detailed plan to D/NAVY who would then take it up again with the Director of Planning).
6. Minefields
S.T. emphasised the desirability of giving all instructors who were proceeding to the field some training in methods of dealing with land mines. The Committee expressed themselves in full agrement with this proposal and S/N undertook to look into the question and make the necessary arrangements.
7. Transport of stores by submarine.
S.M. put forward a proposal that underwater containers could be taken on a mine-laying submarine and deposited at certain fixed points off the Norwegian coast where they could lie until they were required. The Committee recorded this proposal as valuable and asked S.M to make further investigations.
8. S.N. circulated a report on long-term activities which was discussed by the Committee.
