MINUTES of the 9th meeting of the ANGLO/NORWEGIAN COLLABORATION COMMITTEE held on Friday 14th August.
1. Arising out of the minutes of the eighth meeting :-
(b) Frost-fi1let f'actories. SN reported that there were 6 frost-filet ships operating along the Norwegian coast of which two of the smallest were Norwegian. These two vessels had Norwegian crew with small German armed guards but the remaining 4 German ships were entirely crewed with Germans. The Committee agreed that the sabotage of the ships could be most effectively carried out while they were in harbour either at Bodø or Trondheim. For this purpose it would be neccesary to provide materia1 to a local organisation SN confirmed that there was a strong local organaisation in Trondheim and also a group in Bodo. The Committee asked SN in consulttion with ST and SM to for formulate a plan on this basis.
(g) "Galtesund".SN reported that the difficult problem of obtaining the release of this cargo had now been solved. H.M.G. had agreed that the Norwegian Government should take over the whole cargo without payment of duty provided no part of it was released for consumption in the United Kingdom. The Norwegian Ministry of Defence has now requisitioned all goods enumerated on the lists supplied to them on behalf of this Committee and a request for their release has been made by the Norwegian minister for Foreign Affairs to the Board of Trade.
(i) Krag Jørgensen ammunition. SN stated that the machine which had been used for the manufacture of the million rounds at present in existence were now being used for the manufacture of Base ammunition. It was therefore not possible for the time being to manufacture the further five to ten million rounds required. Of the million rounds in hand 750.000 would be sent gradually into the field in small consignments while 250,000 would be kept in reserve. The Committee decided that there was nothing further to be done at present and SN undertook to watch the situation and to find out whether there was any possibility of obtaining additional supplies either from the United States or Sweden.
2. Organisation of the S.M.O. in Norway ST reported to the Committe the finding of the representative of the Norwegian Government in this country who had recently returned to England from a visit to Norway. (??)
3. N.I.C.(1) and N.N.I.U. SN reported that the new arrangements at the N.N.I.U working well and that the athmosphere there was most satisfactory and promised well for the future. He also reported that the building of the new slip had already started. There was nothing further to report from N.l.C.(l) where on the whole the organisation running smoothly.
4. Quisling Broadcasts. SB reported to the Committee that he had approached Minister Torp as requested by the Committee. Minister Torp at first falt that the broadcasts were not not to damaging as he originally thought and he did no concider that immediate s**** was necessary. SB had however also consulted a Norwegian official who had recently returned from a trip in Norwegian ship, and had oome to the conclusion that in the run this propaganda might well prove dangerous, particularly when morale tended to deteriorate during the North Atlantic winter,. SB had reported this conversation to Minister Torp, who was however still opposed to jamming these broadcasts as he concidered that this action might well come back on our own hands unless something else was put in its plaoe. The Committee agreed with this view and also considered that sabotage of the stations would be no solution since even if the stations in Norway were destroyed the Germans would merely broadcast from Germany itself,No further action was recommended.
5. Propaganda. Amicable relations have now been established between. S.O.E., P.W.E., and the Norwegian Foreign Office, between whose representstives a weekly meeting takes place. ST told the Committee that the Norwegian representative on his return from Norway had emphasied that the S.M.0. knew what people wanted and that campaigns of non-cooperation in Norway were much better conducted within the S.M.O. than from outside.
P.W.E. had asked that the Committee should allocatee more W/T operators for their purpose, but the Committee agreed that this was not possible, at any rate for the present. The Committee however agreed that gear, e.g. printing presses, ink, etc. should be provided and that every effort should be made to ensuire that the training of propaganda agents in this country should not conflict with the ideas of the local Norwegian group. The situation was delicate for a variety of reasons and it was agreed that the services of propaganda agents should be offered to the S.M.O. but that every effort should be made to see that the policy was not dictated from this side.
6. Local Organisations in Norway. This item was to a great extent covered by the report given by ST and referred to under heading 2 above. SN also
produced to the Committee a report on long-term operations.
7. Operations SN presented to the Committee a report on projected operations. The Committee agreed that in the interests or security a1l reports of this nature should be circulated at the meeting and should be returned to SN at the end of the meeting. No detailed reference to them should be made in the minutes.
5. During the course of the meeting S.S. informed the Committee that this was the last meeting which he would attend as he transferred to another post. He thanked the Committe for their co-operation and offered his services in future if they should be required. In reply AD/S. as acting Chairman, expressed the **** Committee's regret at S.S.'s resignation but congratulated him ****
on the additional prospects which he understood his new post offer him. AD/S thanked S.S for his valuable assistance to the Committee in its inauguration and subsequent conduct and wished him good luck in his new appointment.
