Notice is hereby given that the fifth meeting of the
ANGLO/NORWEGIAN COLLABORATION COMITTEE will be held at 154, Chiltern Court, Baker street, London on Friday, 24th April 1942, at 3 p.m.

ANGLO/NORWEGIAN COLLABORATION COMITTEE 21st April, 1942.

1. Points for discussion arising out of the mlnutes of the fourth meeting.
2. Report on the disposal of the cargo of the "Gartesund".
3. Report on the allocation of symbols to the Norwegian members of the Committee.
4. Future requirements of Norwegian kronor for
(a) Compassionate allowances for families of refugees,
(b) Finance of Secret Army,
(c) Support of dismissed clergy and teachers
5. Despatch of propaganda agents to the field and appnointment of propaganda sub-committee.
6. Any other business.

Minutee of the fifth meting of the ANGLO/NORWEGIAN
COLLABORATIONKOMITTEE held on Friday, 24th April 1942.

D/CD opened the meeting by stating that in view of pressure of work he had reluctantly to ask the comittee to relieve him of his duties as permenant Chairman, thought he would of course, remain as advicor and would always
be willing to attend such meetings as the Comittee desired. He asked
the Norwegian representatives to accept M.(Maj Gen Gubbins) as Chairman of all future meetings.
SS. replying on behalf of the Norwegianmembers, expressed regret that D/CD should have found it necessary to take this step, but said that they fully understood the reason for his decision and welcomed the appointment of M. in this place.

Allotment of symbols
It was agreed during the meeting that the symbols S.T., S.M. and S.B. should be allotted to T., Mar., and B. respectively, and these symbols are used in these minutes. (See agenda item No. 3.)


(a)Water-tight containers
It was reported that these containers were now too heavy but that further experiments were being made.

(b) Pay and allowances
This has now been agreed and it was resolved that the item should be omitted from the agenda.

(g) Submarine destruction
There was nothing further to report, and this item will accordingly be removed from the agenda.

(h) Frost-filet factories
S.T. reported that there is a fleet of special refrigerator ships carrying these frost-filets from the factories to Germany. The Committee agreed that these ships would form an admirable target, and SN and S.T. undertook to collect further information with a view to framing a project.

l. Division of responsibility regarding projects in Norway
AD/S and S.S reported that it was not yet possible to produce their joint recommendations since further difficulties had arisen in the Norwegian Legation in Stockholm. It was considered that many of these difficulties would be smoothed out if liaison between the British and Norwegian legations in Stockholm was improved and D/CD undertook to convey a recommendtion on these lines to Y.P. Stockholm.

m. Moving Norwegian escapees from Sweden via U.S.S.R
There was nothing further to report, but, in view of the importance of the projeckt, it was decided to restore this item to the agenda. S.T. urged the desirability of having a plan ready to be put into operation immediately circumstances permit, particularly as a favourable occasion might be of short duration. ith regard to the proposed visit to M. Maisky, D/CD felt that he should, in the first instance, be approached by the Norwegian Foreign Minister rather than by the British, and the Norwegian representatives agreed to adopt this course.

(n) Short-wave W/T sets
SN reported that more information about the sets was required before signal plans could be given. S.S was obtaining this information. D/CD stressed the urgency of speedy action.

AD/S then raised the question of Simonsen. He explained that S.T. had agreed to Simonsen being appointed to Station 9, ("The Frythe") subject to an undertaking that he would be permitted to spend a proportion of his time studying to perfect a set capable of receiving broadcasts to Norway from this country. AD/S reported that this had been agreed, though he explained that, even if a design were perfected, difficulty was likely to be met in the production of these sets. S.O.E. would, of course, give all assistance possible.

Reception of Norwegians arriving at Leuchars or Dyce
D/CD stated that he was not yet ready to report on this. He felt that the Security -Authorties would insist on the Reception Officer being a British subject, and S.M. therefore agreed that his nominee, Adrian, who had arrived in London since the last meeting, should return North again.

Division of responsibility
The necessary arrangements were now nearing conclusion, and it was hoped that a report would be made to the Committee at its next meeting by the Norwegian Members.

Propaganda in relation to.
(a) Special celebrations on 17th May
AD/S reported that a paper had been put up to the Air ministry recommending that a bombing raid on Sjursøya, Steilene, Grønlia and shipping in Oslo harbour should be laid on for the 17th May to be accompanied by the dropping of leaflets and packages. The Air Ministry had replied that the Norwegian authorities had already put a similar proposal to a high authority in the ministry and the Committee agreed that, in these circumstances, no further action need be taken by S.O.E. S.B. reported that suitable packages had already been prepared.

(b) German atrocities
SN advised the Committee that the Swedish police had removed all photographs from B.B. on his arrival in Sweden and had stated that they would be handed to the Norwegian Legation. Necessary in cases where there was no direct wireless contact with this country. The Committee agreed that this method should be used but only in speciael cases and not as general routine.

Special meeting
D/CD stated that General Hansteen had now expressed a wish to attend at the specialmeeting to discuss the part which S.O.E would play in the re-conquest oif Norway, but that no arrangement had yet been made for this meeting to take place. D/CD undertook to make the necessary appointment.

Norwegian currency
S.B stated that the Norwegian Minister of Finance had in-structed the Legation in Stockholm to buy all amounts of Norwesgian Kroner offered in notee of Kr. 100 or lower denomination. It was resolved that this item need not be retained on the agenda. Norwegians in the Narvik area.
SN reported that he had interviewed two Norwegians from Narvik, who had given some useful information regarding the organisation and secret arms dumps in this area. He stated that S.O.E. had 16 men and 2 wireless operators with sets with the Heron and Archer parties in the Mosjøen district, and it was agreed that a party from these groups, probably including one wireless operator, should be sent into the Narvik area. The necessary action had already been initiated.

Cargo of the Galtesund
S.S. reported that the Norwegian ministry of Commerce had arranged for some cargo to be divided in various ways among Norwegian organisations in this country. He stated that SN/I had, on the other hand, expressed a wish that the Norwegian minister of Defence should take over the whole cargo for storage for Ministry of Defence account, and S.O.E. could then select therefrom any items which they desired.

S.S explained that he had, at first, agreed to this suggestion, but the Norwegian Minister of Commerce had not approved and he (S.S.) was now inclined to change his views. Since, however, the goods which had already been selected by S.O.E. would be handed to them by the ministry of Commerce, the Committee agreed that S.0.W. was not concerned with the disposal of the remainder, and D/CD thanked S.S. for the successful results of his negotiations.

Future requirements of Norwegian kroner
SN reported that S.O.E. representative in Stockholm had raised the question of provision of finance for the relief of families of refugees from Norway and dismissed Norwegian clergy and teachers and for additional support of the Secret Army, and had suggested that S.O.E's financial float should be increased for this PurP°se- AD/S proposed that such be the subeckt of joint consideration by the British and Norwegian representatives in Stockholm. who should forward a recommendation to the Committee if they considered any action should be taken. This would avoid such persons in Norway receiving assistance from two different sources. The Comittee approved this suggestion but, at the time, agreed that the support of dismissed clergy and

(c) Religious and educational campaign.
AJD/3 reported that the necessary steps had already been taken to obtain a joint declaration of sympathy and support from the leaders of the British churches. SN suggested that it would be of value to obtain a similar declaretion from the leaders of the churches in U.S.A., to which the Committee assented. SN undertook to take the necessary action.

Shetland and Mainland Bases
AD/S explained that, after leaking enquiries, he had to report that S.0.E. still felt that they must continue to pay the Norwegian personnel. S.M. replied that he still held his previous view that the Norwegian crews and staff should be paid by the Norwegian Naval Authorities since he considered that the men would feel themselves more to be members of the Norwegian Forces if they were paid by the Norwegian Naval Officer. It was explained that the Norwegian Officer would, in any event, do the actual paying and that the men would be unaware of and uninterested in the source of the money. There was, therefore, no substance in this point. D/CD stressed the security aspect, while M. emphasised that he would like payment in the Shetland and Mainland Bases to be on the same basis as at S.T.S. 26. S.S. supported these views, stating that the present procedure had been evolved as a result of much discussion last summer, end, since it had proved satisfactory, unless there was some very good reason, it seemed ill-advised to change it. S.T. suggested, and the Committee agreed, that the Norwegian representatives should discuss the question together and, if they decided that a change was desirable, would place their arguments before the S.0.E. members. D/CD stressed that S.O.E. do not, at present, think a change is desirable.

Recapture of Norwegian vessels in Norwegian waters
SN reported that the necessary action hud been Initiated in accordance with the Committeefs decision, and the planning of the project was following its due course.

Reports on operations.
(a) "Redshank"
SH reported that the party had been successfully landed in Norway and that the boat had returned to the Shetland base.
(b) "Fritham*
No report was made.
(c) Knaben molybdenum Mines
SN told the Committee that Bomber Command could not now spare the machines to carry out this operation. D/CD therefore undertook to approach C.C.C.

Standing of agents in the field
SN stated that he had taken up the question and had come to the conclusion that the Central Organisation in Norway should be told through Stockholm of the arrival of an agent who would use a specified code name when introducing himself to a leader of the military organisation in Norway. AD/S pointed out that communication via Stockholm would only be teachers was primarily a question for the Norwegian Government to deal with and S.B. reported that minister for Finance had already taken steps.

Propaganda agents
AD/S explained briefly to the Committee the existing relationship oetween S.O.E. and P.W.E. with particular reference to S.O.E's obligation to act as agents in the field for P.W.E he suggested that, in the circumstances,
the question of subversive propaganda should be discussed by a sub-Committee of this Committee rather than by a separate committee presided over by the minister of Defence and consisting of himself and representatives from P.W.E and S0.E., as originally suggested. This sub-Committee would consider all questions of policy and would report their findings to P.W.E..So soon, however, as operational questions arose, such questions should be referred by the sub-Committee to this Committee. S.S expressed his agreement, and proposed that Krogvik, who was already experienced in propaganda dissemination, would be most valuable, while S.T. proposed that Captain Schive, the Press attache in the Norwegian legation, Stockholm, who was at present on a visit to this country and would soon be returning to Stockholm, would be a useful contact as he already had his agents in Norway. The Committee approved the proposal to set up the sub-Committee and AD)/S agreed to arrange a meeting between Krogvik, Schive and S.Y. to discuss further details.

Car for Major Hjelle at S.T.S. 26
S.T. asked whether it would be possible to obtain a car, preferably a utility van, for the use of Major Hjelle. aD/S explained the difficulties involved, but undertook to do his best to obtain a suitable vehicle.

Notice is hereby given that a special meeting of the ANGLO/NORWEGIAN COLLABORATION COMITTEE will be held at 154, Chilt rn Court, Baker Street, at 3 pm. on Wednesday, the 13th May.

The Commander-in-Chiof of the Norwegian Forces in the United Kingdom will attend, and the subject for discussion will be the part to be played by S.O.E in co-operation with the Norwegian Forces in the reconquest of Norway.
