Minutes of the third Meeting of the ANGLO/NORWEGIAN Collaboration COMITTEE held on Friday, 20th,March 1942.
1. Arising from Minutes of second meeting:-
(a) It was reported that the water-tight containers are still being tested, at present they are awaiting on the inside. This question will, therefore, have to remain in abeyance for the moment.
(b) In SN's absence the form giving full details of pay and allowances had not been prepared. It is hoped that this will be forthcoming at the next meeting.
(c) and (d) In the absence of SN and in view of the fact that Mar.'s. report on the SHETLAND BASE had not been in the hands of the British Members of the Committee long enough for them to have digested its contents, it was decided that full discussion should be deferred. Mar. put forward the name of a Commander R.N.N. as a suitable officer to take charge of the Norwegian personnel and boats at the Shetland Base and, in due course, at the proposed Mainland Base. The question of his rank, which may be too high to be acceptable to N.0.1.C, presents some difficulty. It was decided that AD/S and SN should interview this officer.
It was resolved that a SPECIALMEETING of the full committee should be fixed for Tuesday, 24th march, at 3. P.M - to discuss the Shetland and Mainland Bases and Mar.'s report thereon.
(e) AD/S reported that there is nothing more for S.O.E to do in connection with the "Fritham" operation.As regards security, it was decided that it rests with the Norwegian Authorities to put out the story agreed; our Security section might assist if desired.
(f) It was reported that "Clairvoyant" come up again next week.
(g) M. undertook to take up the question of submarine destruction through the usual channels.
(h) Frost-Filet Factories. T. reported that the sabotaging of these would be a very difficult task, and suggests that bombing from the air is the only practical method, however, it was decided that T. and D.S.R. should meet and go fully into the matter.
It was suggested that any planes sent to bomb Trondhjem might be given the frost-filet factory as a secondary target, and that Trondhjem and Bodø factories be pin-pointed and put forward for submission to the Targets Committee.
(i) Molybden Mines It was suggested that this would be a good objective. It should be an S.O.E. project, with Norwegian personnel. AD/S promised to collect all possible information.
(j) Orkla. T. reported that the planning for this operation is under weigh. D/CD remarked that nothing had reached him yet in this connection, and AD/S will take the matter up with SN. R. referred to a report from Stockholm regarding this objective.
(k) Cement Factories. T. reported these can only be destroyed, by aerial bombardment. It was agreed that this is another matter which should be taken up by T. and D.S.R., and AD/S will arrange a meeting.
(l) It was agreed that it was unnecessary to call a special meeting to discuss the division of responsibility regarding projects in Norway. This will be arranged between R. and AD/S. Then R.'s plan has been approved by the Norwegian Minister for Foreign Affairs and by the Minister of Defence, he should produce to the COMITTEE a report on the set-up in STOCKHOLM.
B. reported on the position of 4308 in Stockholm.
(m) It was stated that the Norwegian authorities have made suggestions that American Submarines might be used for removing Norwegian Escapers from Sweden. It was suggested that Russiun co-operation mighht be obtained for passage of a Norwegian Ship from Stockholm to Leningrad, and D/CD will take this question up with M. Maisky.
D/CD said that he had seen the new chief of the B.O.A.C and that extra planes are being put on.
(n) Short-Wave W/T Sets. It was reported that new types are being produced in quantity. AD/S stated that one of the 3 Norwegian W/T * experts who had been interviewed by S.O.E. is urgently required; the other two should go to the admiralty. S.O.E's W/T Controller has promised to let these 3 men see his sets and what S.O.E. is doing - T. is to see Sir Edward Appleton and D/CD will arrange to have a letter sent to Sir Edward to prepare the way for T. It was suggested that "Cheese" should be sewn by S.O.E controller.

2. Dropping of Leaflets after operation.
AD/S will instruct operational authorities that a part of every operation is a follow-up within 45 hours by leaflets. These are to be agreed upon by members of this Comittee and by the Norwegian Minister of Defence's Operational Propagandea Comittee.
3. Quislings not to be- removed during any operation.
D/CD has written to Officer Commanding; Raiding Operation and to Planning Committee - and has received their confirmation that they will not remove Quislings.
4. Reception of Norwegians arriving at Leuchars or Dyce.
It was decided that a reception officer is required to cover these two places, and several names were put forward, including one by Mar. , who will make enquiries about him.
5. AD/S brought up the question of "Cheese" ship.
S.O.E are interested in some of the cargo and have arranged with Nortraship's representative that he will not disturb the cargo prior to March 23rd. It was proposed that SN/I should go to Aberden , find out what was really needed, and arrange that these items should not be included in the auction. The Norwegian Ministry of Commerce is taking over the cargo and undertook to make the necessary arrangements at this end. It was agreed that a letter of introduction, and of authorisation to inspect the cargo should be obtained from the Minister of Commerce for SN/I by B.
It was suggested that if possible, "Cheese's ship should be acquired by S.O.E. for service between the Shetland an Scotland. AD/S will ask the Min of War Transport to approach Nortraship regarding the charter of this craft.
6. The Committee was advised that a report from Stockholm
stated that the Germans received a considerable amount of Intelligence from London, it was suggested that General Hansteen should inform General Ismay.
