  1. It was agreed that meetings should be held at 154, Chiltern Court, Baker Street.
  2. It was decided that a full Committee should meet once every fortnight on Wednesdays at 3 o'clock p.m., the next meeting to be held on Wednesday, the 4th March.. Special meetings of individual members may be called at any time, as required.
  3. (NOR.I.C.1) Details of the proposal regarding Establishment at Aviemore were in the hands of the Committee, and Professor Tronstad reported that, in the main, he agreed to the plan submitted. He asked, however, whether it would be possible to increase the numbers either by way of replacements of those men sent abroad or interchange with regular members of Norwegian Forces. It was pointed out that, for reasons of security, the latter suggestion would not be possible - the lives of agents sent to Norway beeing the primary concideration.

    It was suggested that, by degrees, the whole 'Norwegian Army should be trained for special work, but it was pointed out that here too security is of paramount, importance.

    It was decided that the name "Viking" suggested for the Sepcial troops - was not suitable and, in substitution, the name "Berserk" was proposed and approved.

    Sir Charles Hambro suggested that a special badge - to be presented on attaining a certain standard in training should be worn under the "Norge" flash. Also that there should be a special Norwegian badge for parachuting.
    Professor Tronstad proposed that Major Hjelle should be made Commander of the Company - in which capacity he would have complete disciplinary control. It was arranged that, as soon as possible, Major Hjelle should meet first the Brigadier and then Major Hampton.

    Major Hjelle's position in relation to Captain Rognes was defined. Major Hjelle will be Commander of the Company and permanently with the troops in Scotland. Captain Rognes will be Staff Officer to the Ministry of Defence and will work on Staff plans and special operations.

    It was decided that there could be no definite establishment of ranks in the Intelligence Unit - this would be fluid and subject to recommendation from time to time.
    The minister of Defence is to be supplied with a full roll of names, including the Shetlands.
  4. Shetland Base.
    Colonel Sporborg advised the Committee that he is preparing a report based on Colonel Wilson's recommendations and in part repudiation of Lt.
    Braadland's complaints, which will shortly be completed. He pointed out that SOE are very much in the hands of other British Authorities on the Island.
    Repair work is done at Scalloway - Navy is responsible for supplementing Norwegian engineers, for keeping yard in order and for supplying stores.
    15 boats aare required. These will be manned by 6 operational crews (each having two boats), and 3 boats will be held in reserve. Col. WIlson repported that at present, we have 15 boats of which three are not suitable.

    At the moment we have 57 men (including skippers) one or two of whom may be eliminated. We also have 12 men in training. Another 14 to 16 men are required. Recruiting is at present being done through Lt. Kvinge.

    The Committee was asked to consider the possibility of establishing a subsidiary base on the mainland of Scotland, where there might be, say, six boats and three crews - making a total of 21 boats and 9 crews.

    Norwegian Naval Officer will be in control of discipline and will be responsible for deciding if craft are seaworthy.

    Professor Tronstad reported that the^Norwegian ministry of Commerce is anxious to take over refugee boats but Sir Charles Hambro suggested that the present basis of the British Admiralty taking over craft is best from our point of view since we get first offer of boats on arrival.

    It was resolved that the Shetland question should be worked out by Professor Tronstad, Colonel Wilson, Commander Stagg and Mr. Boye and their conclutions presented to the next full meeting.
  5. Clairvoyant.
    It was reported that Høyanger only was to be attacked with one aircraft and a party of six men. Professor Tronstad reported that destruction of generator would be effective.
    Spitzbergen Operation
    It was decided to give Mr. Sverdrup. such help as he required in training his party and procuring weapons and supplies. Also in obtaining the services of two British officers to accompany the landing party.
    Nord Arnøy and Kjøpsvik
    Professor Tronstad expressed - approval of these two objectives. A definite proposition regarding the former will be put before the appropriate British Authority, while a plan in connection with the cement factory at Kjøpsvik will be elaborated.
    Quisling Youth Movement
    Sir Charles Hambro suggested that good young Norwegians should be encouraged to join the Quisling Youth Movement thus "taking care of it" from within. Professor Tronstad, however, affirmed that it would be impoesible to persuade good Norwegians to take such a step, and the idea was abandoned.
    Supplies to Norway
    Professor Tronstad suggested that 2 or 3 rifles, complete with ammunition packed in water-tight containers so that they could be dropped into lakes and recovered when it was safe to do so.
    Sir Charles Hambro stated that any suggestions of this kind and the supplying of any stores - excepting poison and bacteria - would be arranged if at all possible.
    Shipping in Aalesund
    Professor Tronstad stated that there were,six or seven enemy ships lying in this port and frequent sailings - suggest - operation against shipping in Ålesund
    Orkla [Trondheim)
    600.000 tons pyrites. Suggested important to stop electric railway by wrecking transformer station. Levorsen were suggested ny Professosr Tronstad for this operation.
    Knaben.
    These Molybden quarries, beeing of enormous importance to the enemy, should be dealt with if at all feasible.
