Twenty-second Meeting of the Anglo-Norwegian Collaboration Committee on Thursday 9th September, 1945.
Points in connection with the Agenda:
1. The following arise out of the Minutes of the twenty-first meeting:
1.(a),(b),(c) and 2 (b), (dä) all appear on present Agenda.
2.(a). Brewer has returned from a Recce in STOCKHOLM. Satisfactory
co-operative arrangements have been made.
2.(c). Survivor's arrival in U.K. is awaited before reasons for tragedy can be properly ascertained.
2.(e). Captain Halle!s visit to 138 Squadron has been agreed in principle, and dates suitable to all concerned will be agreed. It has been ascertained that in the ordinary course of operational duty Norwegian Pilot, Observer and gunner have been posted to 161 Squadron and have flown S.0.E. trips during Auguste.
2.(f). There is no change in the supply of German and other weapons. The Bazouke has been ruled out for use by S.0.E,
2. ST. has been up at S.T.S.26 for a week and will report. Major Godfrey reports very satisfactory co-operation with the new"senior Norwegian Officer" Lieutenant Sandvik. Everyone (except Finance and Properties) agree that Forest Lodge should be given up in favour of Canadian Hutments at Glenmore. A full report from Major Godfrey is awaited.
One of the members of N.I.C.(1) (Brynjulf Liland) lost his life by drowning while on a "VESTIGE" night scheme at S.T.S.23.B. A Court of Enquiry has been held and the papers are awaited. ST and Pastor Van der Hagen went over from S.T.S.26.
3. ETOUSA has recommended the application for from one to three sub-chasers. All the members of N.N.I.U. are now in Scalloway. A few are reported to be submitting applications for transfer. Attached is an announcement agreed between SU and SN which has been sent up to Major Rogers and Lt.Hauge R.N.N. to announce when they consider necessary. A proposal has been
made by Commander Horve R.N.N. Senior Norwegian Officer under A.C.0.S. that members of N.N.I.U. should be loaned for service with the 30th Flotilla, etc. when not engaged on S.O.E.work. Admiral Danielsen has also raised the question of a personnel pool with SN. SU is visiting SHETLAND shortly accompanied by SN/S.
C.0.S. to A.C.0.8. has asked for M.F.V's to be used for R.mine-laying. This is deemed too dangerous under existing circumstances, and he has been so informed.
4. AD/S may have something to add to past information. An officer of the Press Attaché at the Norwegian Legation in Stockholm is now in U.K. and arrangements are being made for him to visit Major Hackett's establishment. He is already in touch with P.W.E. The other expert named by OSLO to Minister
Lie is working in Stockholm and is not known to the Norwegian Information Office. He is a trader who was sent last year to internment in KIRKENES, which possibly accounts for the otherwise unbelievable statement that he knows the feeling of the people throughout Norway from Kirkenes to the South!
5. SU raised this question at the last meeting (2.d) and AD/E said he would go into the matter more fully.
6. The present position in Norway concerning ex-officers and the Police needs defining so that S.0.E. and F.O. can speak in unison, if not with the same voice. The effect on possible future military plans might be assessed. Is it desirable to allude to COSSAC's paper. This has not been mentioned yet by us to the High Command. SN has not had a suitable opportunity as yet of discussing the S.0.E, position with General Hansteen.
7. The training of Reserve Police is now open to discussion. This could be developed in other directions and S.0.E. might be able to co-operate with other Norwegian efforts. The general question has been put to SU.
8. Se Immediate future plans are contained in the Report on Operations. Discussion might develop. Here again future possibilities are Opposed and
Unopposed landings may come up.
9. No other business so far as I am concerned!

MINUTES OF THE TWENTY-SECOND MEETING OF THE ANGLO-NORWEGIAN COLLABORATION COMMITTEE HELD ON THURSDAY, 9th SEPTEMBER. 1943
1. Points arising out of the Minutes of the Twenty-First Meeting
(a ) N.I.C.(1) - Report on arrangements at S.T.S.26
ST reported on his visit, and on the favorable impression the new set-up had given him. He gave details of the various arrangements made.
ST supported the recommendation to give up Forest Lodge and concentrate on Glenmore. He also mentioned the fact that more of the permanent Norwegian staff have become eligible for call-up to the Norwegian Forces, which made it more than ever necessary to conserve man power as well as transport, etc. SN reported on the accidental death of Pte. Liland during night exercise. AD/E expressed great regret, and ruled the on future exercises of that kind strict safety precautions should obtain.
(b) Provision of Fast Craft and Situation in regard to N.N.I.U. AD/E AD/E reported that ETO USA had recommended up to three 110' Craft for SOE operational use. A statement has been prepared by SN and SU jointly, to be read to the men as occasion demand. SN Stated that the situation regarding the N.N.I.U. had developed lately. Commander Horve, R.N.N. had expressed the desire to borrow number of members of the unit for service on M.T.B.'s. A suggestion had also been made to use members of this unit as a pool on which they others may draw, provided they are not required for SOE purposes. SU will discuss the whole question with those concerned when he visit Shetland with S/N next week.
(c) Propaganda.
AD/S stated that no fresh developments had been taken place with regard to the letter received from Minister Lie, and suggest that in view of the fact that Hedeman was still in this country a letter should be written to P.W.E. in order to emphasise the importance indoctrinating this man as much as possible before his return to Stockholm. ST stated that according to Hedeman the printing presses want to Stockholm by P.W.E. were of an inferior quality and should be replaced. SN suggested that Major Brewer should be approached with a view to obtaining American printing presses.. (Note: It has since been found that Hedemann left London the same day for the North to await air package back! )
(d) Role of N.I.C.(1) in any eventual attack of Norway.
AD/E stated that future plane of Chiefs of Staff were not sufficiently advanced to be reported on at the moment. It was agreed that this question should be left outstanding until next meeting.
2. The present position in Norway.
(a) Ex-officers
SU stated that in his opinion the present situation in Norway was not as serious as at first though. He considered that the arrest of the officers would not impact the work of the organisations, as the leadership and administration of these had in most cases already passed into the hands of civilians.
(b) Police
SU stated that the Police Council had issued instructions for the men to razzia at their post whatever possible. Apart from this no reports had been received regarding the present situation in Norway.
3. Training and organisation of Norwegian refugees in Sweden.
SN alluded to the present police training, and suggested that further work of this kind was most important. AD/E emphasised that Norwegian refugees in Sweden would have a definite role in connection with the re-conquest in Norway. The committee agreed on the desirability of continuing training in Sweden. The problem of supplies would require investigation.
4. Future plan.
SN reviews the operation in the immediate future.
5. Any other matters
(a) SU reported that Sten Guns were being produced in Norway and promised to obtain a sample. SN asked that information should also be obtained of materials available in Norway for the manufacture of home-made devices.
(b) SN alluded to Major Brewer's visit to Stockholm, and states that the intended to return there at the end of October, after he had ascertained the possibility of obtaining the required staff. He had made good contacts with both officers of the Norwegian Legation and SOE.
(c) AD/S reported on the present position of air communicating with Sweden-
(d) SN stated that Capt. Halle's visit to 138 Squadron had been agreed to in principle. He added that a precedent for Norwegian pilots attached to 138 Squadron had already been established in the fact that Norwegian officer had been posted to 161 Squadron from O.T.I. with a W/T operator and air gunner. AD/E asked that case be again represented to Air Commander Thornton.
