LABOUR ORDINANCE IN NORWAY.
The following is an amended and amplified translation of the dispatch sent by the Central Council of of the S.M.O. in OSLO to Norwegian High Command using CHAFFINCH W/T station.
I have transmitted the dispatch to General Hansteen and have asked him to draft a reply which can be transmitted back through CHAFFINCH.
I have indicated that some instructions must be given to S.M.O. H.Q. to ensure that their traffic through the W/T station should consist of essentials only and be drafted in a manner more favourable to encoding and to W/T transmission.

CONCERNING THE MOBILISATION OF WORKERS.
1. The Central Council has considered the S.M.0.'s situation and possible counter measures. The extent of the workers mobilisation is still uncertain and it is also not clear if the conscripted people will be sent out of the country.
2. The Central Council has therefore sent out an instruction to the leaders that they are not to try to leave the country but that they are to remain where they are and keep absolutely quiet until any orders to the contrary are received.
3. The Central Council suggests that the Norwegian Government by means of broadcast messages should exhort the Military Groups in Norway to keep quiet and show a composed demeanour in spite of the strain that the mobilisation of the workers imposes. They consider that repeated and clear instructions should be sent out that every military detachment is to keep quiet.
4. The Central Council most strongly urge the Government that in conjunction with the Allied Governments they exert the greatest pressure on Sweden that, in the event of Norwegians being sent to work in foreign countries, the Swedish Government (a) refuses every form of transit by sea and land to conscripted Norwegians.
(b) Stops the transit of soldiers, of men on leave, and of store which is a breach of neutrality,
(c) stops delivery to Germany of goods essential to War purposes, especially ore.
5. The Civil Home Front and the Workers Council are in agreement with this request.
6. The Central Council have heard that conscription will include the dispatch abroad of Norwegian youth. The S.M.0. must come to a decision as to whether the time is ripe for a rising of the fighting units in whole or in part. At the moment the Central Council are of the opinion that the benefits to be derived from demolition and other destruction by the Home Front are not commensurate with the probable total loss (of the military units). The S.M.0. should only be put into action simultaneously with an Allied invasion.
7. The Central Council do not, however, reject the possibility of co-ordinated action between Allied aircraft and paratroops and special Home fighting units.
8. The Central Council are interested in the views of the Norwegian High Command in these questions.
9. In order to prevent the dispatch of conscripts abroad, to retain labour personnel in Norway, to prevent elements outside the Council's control (presumably Communistic) from senseless and useless destruction, and to instil fresh courage into the people, the Central Council suggest to the High Command that they press for more widespread bombing on all lines of
communication and particularly on inward bound shipping with German cargoes, Railway junctions, bridges, and factories of military importance.
10. The Central Council considers it to be of the utmost importance that R.3 (Dr. Siem?) "Otto" and "Nils" should be brought speedily to London in order to give up-to-date information in regard to the S.M.0.'s position. The High Command should in particular discuss with them the measures to be taken
to counteract the conscription of labour.
11. The Central Council ask for a speedy assurance that this Will be arranged."
