My dear General Hansteen

I am writing to express our very deep antipathy with you and your staff on the loss of Lt. Commander Marstrander, O.B.E., R.N.N.

His services will be most difficult to replace, and it is particularly sad that he should have met his death on an operation which, from the Naval point of view, did not necessarily require his presence.

Marstrander has been associated with us for close on a year, and we have gradually learned to appreciate his sterling qualities. During our first few meetings he reserved his judgment on S.O.E.'s value and on our ability to get things done in an orderly and expeditious manner. I respected him for this.

Later we had a regular passage of arms - which is bound to happen with men of any strength of character. After that both he and I realised that the, other meant business, and that each had at heart only the

exercise of every effort to defeat the enemy and accelerate the freeing of Norway, without any question of personal gain or position and without any difference so far as nationalities were concerned.


My staff desire me to express their extreme regret at the loss of a valued colleague. Major Ram and I, who had the most to do with Marstrander, in our joint activities, realise that we have lost a personal friend whose directness and enthusiasm were an inspiration.

B. AGENDA

1. Points arising out of Minutes of 13th Meeting, 11th December, 1942.
1. (a) S.T. will probably
raise the question as to who is responsible for the present liaison with, and supplies to, the Intelligence units of the S.M.0. in connection with the employmont of their services in the event of an Allied landing.
(b) Selfdestroying bags. etc. Experiments are still under way.
2. Propaganda.
"PETREL" has sent an encouraging message to the
Minister of Defence. S/B. may desire to say something on this subject. A meeting was held yesterday between him, S.N/l, Kenney and Krogvig, of which I have a brief account.
3. Krag Jørgansen Ammunition (see item 2 of Agenda)

5. SIS.26. Hampton, Kvinge, SN/P
are having discussions together and with me and the various officers of my section concerned in connection with future requirements and training therefor. We are to have a full meeting together with S.T. on Saturday.

6. Recruiting.
A suggestion has been made to O.O.H.Q for raids on concentration camps in FINMARK, etc. The advisability of this has been questioned because of possible reprisals against British Prisoners of War.

7. A C.O.S. and C.0. Operations.
Generally speaking, this is coming out of the wash all right. The KAYAK operations as such are dying a natural death. Conversations with the various authorities concerned are still going on.

2. Krag Jørgensen ammunition. D/S has written to General Hansteen
asking for further arguments to strengthen the case to put before the War Office Committee.

3. Future policy of joint work in Norway.
This subject will be raised on the Norwegian side. It applies particularly to the recent " difficulties experienced in regard to "ANVIL", "BITTERN", "BISCUIT", etc, which have opened the eyes of the Norwegian High Command to the fact that it may be necessary to send another amissary,to Oslo.
3. Future Policy of Joint work in Norway (continued)

It has been suggested that S.T. should be sent. I have emphasized the fast that If so (and I think he would be suitable for the purpose) it will be necessary for him not only to take up matters of policy and co-operation in Oslo, but to do something in Stockholm as well, where the tendency still exists for the Oslo H.Q. to be misinterpreted to the High Command and more particularly for the High Command to be misinterpreted to the Oslo H.Q.

4. Training of Special Messengers.
This also is to bo raised from the Norwegian side.
The general idea is to recruit half a dozen more senior officers, who could bo put through a shortened course of training and sent out as emissaries to the military districts into which the S.N.O. is divided, each officer training a group of two/three districts. Personally, I feel that this is a plan which might be encouraged.

5. Attacks on Enemy Shipping.
Again put on the Agenda by the Norwegians. A great deal depends on the success or otherwise of the CARHAMPTON.
MOORHEN has sailed from the Bergen area with plans for attacks on shipping as one of its major objectives. An opportunity can be taken to mention the question of Swedish Iron Ore traffic.

6. Interference with export of fish to Germany
This again raised by Norwegian. Ties up with (5).

AGENDA for the fourteenth meeting of
the ANGLO-NORWEGIAN COLLABORATION COMMITTEE to be held on Friday, 8th January 1943, at 3 p.m.

Before proceeding to the business of the day D/S as Chairman of the Committee in the absence of D/CD(0) expressed to the Norwegian representatives the sympathy of the British members of the Committee at the loss of who was drowned in the North sea during the past week. D/S said that the British members of the Committee felt deeply the loss of so keen and able a colleague. . AD/S conveyed a similar expression of sympathy on behalf of S.O. and handed to S.U. letter of condolence addressed by S.O. to General Hansteen.

1. Arising out of the minutes of the thirteenth meeting.
J.T. asked whether Intelligence Officers in the field who required certain equipment, rations, etc. should approach S.O.E . or S.I.S for this purpose. The Committee agreed that although they were Intelligence Officers and as such strictly within the S.I.S. sphere of activity, it was neverthless preferable that S.O.E. should accept this responsibility, and SN and S.T. undertook to take any necessary action. The Committee also decided that the details of liaison with the Intelligence units in the case of an invasion should be left in abeyance until general invasion plans wore being considered by a general planning staff, which would undoubtedly be set up a considerable time before the start of the invasion.
(b) Self-destroying bags
AD/S reported that satisfactory experiments had been i made with three types of bavs which he hoped would soon be beyond the experitaental stage and put into regular production.
(c) Administration of S.T.S.26
S.T told the Committee that every effort had been mmade to obtain services of two suitable i Qartermaster Sergeants but that it had not yet been possible to find the right man.
(d) Recruiting fir N.IO.C.(1) and N.N.I.U.
SN reported C.C.O. were exploring the question of possible repercussions on British prisoners of war camps of a raid on consentration camps in FINNMARK with a view to obtaining recruits. The Committee discussed this aspect briefly and were unanimously of the opinion that no such repercussions were likely. It would however be necessary to await the final decision of C.C.O. before taking further action. (e) A.C.O.S. and 'C' operations off the Norwegian coast and in Norway. The Cormmittee agreed that thid question semed to have been satisfactorily adjusted. C.C.O. had, as a result of General Hansteen's and S.O.E. representations, cancelled the proposed KAYAK operation on West coast.

2. Krag Jørgensen Ammunition.
S.U. Stated that his survey was not ready for presentation, but it seemed that the number of rifles available would probably prove to ben between 10 and 12 thousand. When calculating the necessary supplies of ammunition allowance would have to be made for a considerable number og other rifles hidden by individual owners.

3. Future policy of joint work in Norway.
S.U. was not in a postition to make any definite statement on the reconstruction of the headquarters of the S.M.O. which had recently been broken up and would like this item deferred until next meeting The Norwegian government in London hoped that they would be able to get the S.M.O to afree to desentralisation of the organization and that direct contact between Norwegian Headquarters in London and District Leaders in the field would be instituted.

4. Training of special messengers.
If the décentralisation mentioned in paragraph 3 above were carried o ut it would be necessary to have specail messengers from this country. They would have to be carefully selected from high ranking officers. The Committee endorsed this suggestion and undertook that S.0.E would give these officers a special course of training and render all other possible assistance.

5. Attacks on enemy shipping.
This item would have to be left in abeyance until S.M.'s successor was appointed. In any event future plans must depend upon the result of CARHAMPTON.

8. Interference with exxport og fish to Germany.
S.T. reminded the Committee that the herring season was now opening and it was important to take all possible action against trade to Germany, particularly from Aalesund. Destruction of shipping used for this purpoae would have the most desirable consequence of savlm: the catch for the Norwagians. S.T. stated that General Hansteen had already taken up this question with C.C.O. and would pursue it.

7. German tankers used for storage in North Norway
S.T. stated that existing oil storage facilities in the North of Norway were not sufficient for German needs and that they had been forced to send up tankere to lie in the harbours and provide storage. He suggested that the existing storage facilities would bo good targets as their destruction would force the Germans to imobilise still more tanker space. The Committee approved of this suggeation and asked S.N. to discuss the question with C.C.O.

8. Broadcasts to Norway seamen in Norway.
S.B. called the attontion ot the Committee to a broadcast from London on he Norwegian service directed towards persuading Norwegian seamen in Norway not to sail for the Germans but to escape to Sweden and offer their services to the Norwegian Government in London.S.B. Stated that Norwegian Naval Attache in Stockholm had allready had certain enquiries from Norway in this subject, and asked how with the present state of communication between Sweden and this country he was expected to take advantage of the offers of this Norwegian seamen. The Committee agreed that there must have been lack
of co-ordination between departments is putting out this broadcast and S.B. undertook to prov ide a full translation of the speach for S.N. to concider.
