the ANGLO-NORWEGIAN COLLABORATION COMMITTEE to be held on Friday, 11th December 1942, at 3 p.m.
1. Points arising out of the Minutes of the twelfth meeting.
2. Propaganda, particularly with referece to liaison between P.W.E and the 'E' office.
3. Krag Jørgensen ammunition.
4. Norwegian representation on the A.N.C.C
5. Administration of S.T.S. 26.
6. Recruiting for N.I.C.(l) and N.N.I.U.

Will you drop a line to Boye with regard to the Agenda for the next A.N.C.C. meeting on 11 Dec 42. At the moment I have only the following to suggest: Again to put the subject of Propaganda on the Agenda, together with the specific point, of liason between P.W.K. and the "E" Office, In view of various recent happenings and proposals it might also be advisable to have the subject
of both A.C.O.S. and C.0. Headquarters' operations off the Norwegian coast and in Norway discussed. Also, the minutes of Tenth meeting in September noted that the subject of K.J. annunition should come up again after three months. There is actually nothing further to report on this matter, but we might as rell show that tto are being businesslike !

Please prepare short notes on the subjects we wish to put forward as Agenda for the Thirteenth Meeting of the Anglo-Norwegian Collaboration Committee, to be held next Friday, and notify AD/S.l, of the subject headings.
Apart from current and future operations, the only points which I would like raised are:-
1. The question of obtaining intelligence material for P.W.E. from the Norwegian E. office. You will remember that this question was raised by Mr, Leeper at the P.W.E. and S.O.E. Co-ordinating Committee held on the 27th November.
2. The proposal to reinforce the British instructional staff and Norwegian administrative staff at S.T.S. 26. I have already paved the way by mentioning this to General Hansteen and D/CD(0) agrees. If you have any other points to raise,of course include them, and let me have short notes on them beforehand.
The problem of the disappointing situation as regards the Norwegian S.N.0. (as indicated by Plover's recent message) will doubtless also be referred to.
I return herewith your copy of the Minutes of the last meeting of this committee.

MINUTES OF THE ANGLO-NORWEGIAN COLLABORATION COMMITTEE HELD ON FRIDAY, 11TH DECEMBER, 1942.
1. Arising out of the minutes of the twelfth meeting:
(a) Thee role of the N.I.C.(1) and the N.N.I.U. in conjunction with an Allied landing in Norway.
S.T.explained that the Norwegian High Command were making full preparations for the use of all man-power in the event of an invaeion of Norway and that they therefore wished to know how the N.I.C .(1) and the N.N.I.U.should he used and how many men would be available. D/CD( 0) said that they would be employed as the immediate forerunners of and in conjunction with the invading force as a link between them and the S.N.O. He estimated that three months' warning would be given when it would be possible to calculate the numbers available ans plans would be made through the medium of this Committee for their use, D/CD(0) also gave brief details of the probable way in which the N.I.C.(1) would be used. The N.N.I.U.would be sent over to operate in Norwegian waters for transport and communication purpose. The Committee agreed in principle to these proposals and considered that the numbers of the N.I.C.(1) were on the whole adequate. S.T., however, urged that some good men might be required for specific localities and it was agreed that these might be earmarked from among Norwegian refugees at present in Sweden.
(b) Self-destroying bags and other means of destruction of documents. There was nothing further to report.
(c) Diplomatic bags at Leuchars. S.N. reported that he had made representations to the Foreign office, B.O.A.C .and the Security Officer at Leuchars, as a result of which he hoped that the regulations concerning diplomatic bags arriving at Leuchars would be tightened up.
2. Propaganda, particularly with reference to liaion
between P.E.W and the 'E'- office. D/S explained the present position of S.O.E. as an intermediary between P.W.E. and the Norwegian 'E' Office. D/S stated that P.W.E. had seeked for direct access to the 'E' Office but he cosidered that S.O.E. should remain as intermediary. The Committee agreed that there should be no change in the present arrangement.
3. Krag Jørgensen Ammunition
There was no change to report. S.T.undertook to sak the S.N.O to make a survey of the number of Krag Jørgensen rifles hidden to Norway. S.N. agreed to see whether suitable arrangements could be made to secure the use of the special plant for the production of a further 9.000.000 rounds.
4. Norwegian representation on the A.N.C.C.
Lieut.Colonel ØEN (S.U) was welcomed as a menber of the Committee. He explained in general terms the re-organisation of the F.O.H.and the responsibilities placed upon him by the C-in-C. The desirability of co-relating present joint F.O.-S.O.E.operations with future planning was discussed.
5. Administration of S.T.S.26.
D/S spoke of his visit to S.T.S.26 and of the difficulties experienced by the O.C.in administrative matters. He had spoken to General Hansteen on the question. ST, who had had a long discussion with SN and the O.C., S.T.S.26 on the subject, agreed that it was necessary to provide two pemanent Norwegian Quartermaster Sergeants for administrative work at Glenmore and Forest Lodge. He stipulated, however, that these two men should, as is the case with the other members of the N.I.C.(1), located at S.T.S.26, come under the Commander N.I.C.(1) for all disciplinary purposes. Matters of daily routine, however, could be dealt with direct by the O.C., .S.26 ana his Adjutant.
The necessity for an increase in the British instructional staff, particularly in connection with advanced finishing training was also brought forward. After considerable discussion it was agreed that it would be in the interests of the training of N.I.C.(1) so far as S.O.E. responsibility was concerned for the British Officer Instructors to be increased by at least one. The opinion was expressed by SN. that both he and the Norwegian menbers of the Committee considered that such an Officer should be below field rank.
6. Recruiting for N.I.C.(1) and N.N.I.U
ST again raised the question of the vital necessity of securing more transport from Sweden in order to provide a supply of able recruits for N.I.C.(1). The possibility of borrowing a ferry aircraft for a special flight or flights for this particular purpose was mentioned. SM advocated the raiding of concentration camps in FINMARK, etc., in order to secure the release and transport to the U.K. of interned Norwegians. SN was directed to suggest such action to C.O., H.Q. as a suitable project for a battalion raid.
7. A.C.O.S and C.O. operations off the Norwegian coast and
in Norway. SN briefly explained the position so far as present proposals are concerned. A general discussion followed, in the course of which SN expressed his opposition to the proposed Kayak operations on the west coast. He felt that the question of possible reprisals had not been taken sufficiently into account by C,0., H.Q.
8. SHIPPING
SM felt there was a need for more aggressive action against enemy shipping and for a specialised force of, say, twenty-five fully trained men to operate either singly or in small parties. General approval was given to the working out of a plan after Carhampton had been completed.
