I would suggest the following subjects for the Agenda of the second meeting of the Joint Committee:
a) Consideration of Establishment to be postponed until Lt. Stephan reports to London,
b) Proposal that Lt.-Cdr. Marstrander should proceed to Shetland accompanied by Captain Ram or Captain Carver.
2. Proposal in regard to Pay and Allowances on Military Establishment.
3. Recruitment of next military party for preliminary training.
4. Project in regard to: a) Knaben Mines, b) Cement factories
5. General policy in regard to the division of responsibilities as between the Norwegian authorities and the Secret Army in Norway and the British authorities.

Possibility of collaboration in Norwegian admiralty 's scheme for repair und maintenance of motor-fishing craft.
5. Discussion of two operations already planned.
6. Suggestions for future projects.
7. A definition of respousibilities as between Norwegian and British authorities conducting secret activities in Norway.
8. Recruitment of next military party for preliminary training.
9. Position of Norwegian fugitives in Sweden.

Minutes of the second meeting of the ANGLO-NORWEGIAN COLLABORATION COMITTEE held at 154 Chiltern Court, Baker Street, London on
Wednesday 4th March 1942.
1. Arising from Minutes of first meeting-
Establishment at Aviemore
It was reported that the Norwegian Commandant had made an excellent impression on all with whom he had come in contact.
It was agreed that the special unit should he referred to as "Norwegian Independent Company (1)" - for brevity "N.I.C.(1)and that the name "Linge's Company" may be used unofficially and might appear on, say, a flag if desired.
Supplies to Norway
It was reported that tests of water-tight containers had been satisfactorily completed. T. and SN will go into the whole matter and will put up plans and details of requirements - dropping or sinking by boat - for M's approval. A comprehensive plan, both for fjords and lakes throughout the year, is required.
The suggestion was made that container might be camouflaged as logs or timber, which was received with approval by the Committee.
It was resolved that a Sub-Committee of four should go fully into this question.
2. Military Establishment
Proposal regarding pay and allowances was considered by the Committee. It was agreed that the proposal should be adopted for new recruits, though it was realised that difficulties might arise when they mix with similar ratings under the old rates of pay.
The Committee was advised that marriage allowances and pensions will be the responsibility of the Norwegian Authorities.
SN/? was asked to get out a form showing full details of pay and allowances, which he will submit to T.
B. and S.1 were asked to go into the question of officers' leave pay - allowances to be equivalent to those made to regular Norwegian officers.
3. Shetland Base
(a) The Norwegian Naval Member of the Comittee will be leaving for the Shetlands on 5th march.
(b) It was agreed that consideration of Establishment should be deferred until his report has reached the Comittee. It was resolved that the Comittee should object to any inspection of Scotland Base, boats and crew, by anyone outside the Comittee, without its concent and that such poermission should not be given without a valid reason.
4. Mainland Base
This question was deferred as the matter has not yet been thrashed out with the Navy. It was suggesteen that the Norwegian Naval Member, during
his visit to the Shetlands should view the proposed base.
5. Spitsbergen
It was resolved that the sum of £500 mentioned in the letter from the Norwegian Minister of Finance should be applied to the purchase of special equipment only, and that all general equipment and stores should be drawn from the normal sources. Owing, however, to the necessity for extreme secrecy, tha packing must be done in such a way that nobody outside S.O.E can guess the destination.
It was reported that the Norwegian Admiralty are dealing with the latter of the two sealers, which are coming from Newfoundland.
Liaison with the Norwegian Navy will be through Mar., with the British admiralty through the R.N.V.R. Lieutenant proceeding on the operation, and with the War Office through SN/0. The Admiralty is to be contacted to find out what the embarkation arrangements are.
Instructions were given that a note should be sent to S.O.E., Finance Department to the effect that the sum of £50O (referred to above) is a first instalment in respect of special equipment required for the expedition.
It was suggested that two aerial reconnaissances should be made, one during the first week in April and one during the voyage to Spitsbergen, and the Secretary was instructed to draft a letter to be sent to vir Marshal, Coastal Command, which will be signed by M.
Høyanger
Weather has, so far, prevented this operation from being carried out. If the present moon period elapses without anything being done, an attempt will be made later.
6. future Projects
(a) Sabotage in Norwegian shipyards and ships.
It was stated that four U-boats are building at Laksevaag, and it was suggested that technical experts should be asked for recommandations as to the best method of sabotaging submarines. The Secretary was instructed to obtain full details and photographs of Laksevaag.
The "Bel Pamela" project, put forward to the Amiralty by Norwegian Naval Attache, was reported as beeing still under consideration by the Amiralty. T. was asked to consider the whole question of sabotating'shipyards and shipping.
(b) Frost-filet factories at Trondheim and Bodø.
These were reported to be difficult targets. As it would be necessary to sabotage from the inside it was decided to consider whom we might get into touch in this connection. It was resolved.-
(1) that two man from these parts should he selected.
(2) That experts should be approached as to the best methode of dealing with filleting factories, and the type of explosives needed.
Filleting factories are building at Melbo and Hammerfest. The question of transport there is a difficult one. It was suggested that the best, method would be by Catalina, which might be arranged through the Norwegian Air Force.
(c) Molybdenum mines SN/? and T. will go fully into the matter.
(d) Orkla pyrites
It was decided that it is necessary to concentrate on transformer, and that the scheme should be pushed on as much as possible.
(e) Cement factories
T. was asked to put up a scheme to SN/?
Future projects desired by the Norwegian Members should be studied by T. and SN/? prior to all meetings and any plans drawn up for discussion thereat.
7. It was decided that the question of responsibility as between Norwegian and British authorities for future subversive projects should be discussed at a special meeting as soon as S.S. returns.
8. SN/? memorandum on the recruitment of next military party for preliminary training was read and considered. The question was raised as to whether the Norwegian C. in C. would have to be approached regarding the recruitment of another party. T. undertook to arrange this. In general the suggestion was approved, and it was resolved that T. and SN/? should deal with the matter.
9. Position of Norwegian fugitives in Sweden.
Three suggestions were made in this connection:-
(a) That the Norwegians should submit a list of, say twelve men who have special qualifications, and we will try to bring them over on to British quota if and when a seat can be spared and we hope it will during the next few weeks.
(b) that the obsolete Norwegian Submarine, B.2, now used for training, might be utilised for transporting these men. With the removal of gear it could take about thirty people.
It was resolved that Mar. and SN/S.1. should see the Fourth Sea Lord as soon as possible.
(c) That one or more of the Norwegian ships in STOCKHOLM should be made ready to seise any possible opportunity of running refugees to Leningrad. While it was realised that the proposition is quite impossible at the moment, it was considered worth investigation.
10. It was suggested that Captain R-L. as he is the best Norwegian counter-espionage expert, should return to Stockholm. B. informed the Committee tnat R-L. is at present very busy re-organising the "E" Office, and that it is impossible to spare him at the moment. It was suggested that this question should be re-opened at the Committee's first meeting in May.
11. Regarding the construction of short-wave sets by S.O.E. the Norwegian members were advised that if they can produce ten to twenty experts we can use them immediately. T. was asked to supply a list of such experts, giving details of their qualifications.
12. A record of all casulaties incurred on S.0.E. service and all recommendations for decorations are to be submitted to the Committee.
Recommendations should go from this Committee - signed by D/CD - to Norwegian Government, to War Office or to amiralty, whichever applicable.
