Weather worse than briefed, not suitable for dropping. Ceiling 500', vis 2 miles in tot area.Weather in that area will have to be definite both enroute and in target area. Enemy activity first noticed about 100 miles SE of target. Saw what looced like rather p owerful electric lights., Apparently connected to small houses and a great number of people on ice on all lakes. Joe's felt so much activity abnormal, also Norwegian has no electricity in that area accordning to Joe's.

If weather permits 1st A/C to fly 21st of 22nd February. If no reception seen men and load to be dropped blind.
If weather unsuitable before 23rd February, 1st A/C (3 men) to fly 2 hours before remainder of A/C. If no reception seen load of 1st A/C to be dropped blind and they they will set up reception for remainder.
